Fort Lee Parking Authority - General Information


The Fort Lee Parking Authority is a statutory parking agency, established in 1954 by the Fort Lee Mayor and Council under N.J.S. 40A. The Borough then had a population of approximately 16,000, as compared to the present population estimated at 38,000. The Parking Authority started with 5 Commissioners.

As the population of Fort Lee increased, so did the Parking Authority’s responsibilities, services, and staff. Today, the Parking Authority is involved not only in parking, but over the years at the request of Borough Councils also agreed to provide bus transportation to seniors; non-emergency medical transportation; a main street shuttle for everyone, and a ferry shuttle service; developing and operating a Residential Parking Program; administering the Borough Street Sweeping Program; etc. Further, it established small off-street parking lots and handicap parking spaces; is an integral part of the Borough’s Emergency Management Team. All of its services are provided to benefit Fort Lee’s residents and businesses.

Every service provided to taxpayers is cost effective and saves the taxpayer money.


Services Performed and Responsibilities
(Accepted at the requests of the Fort Lee Governing Mayors and Councils)

A. Meters and Parking Lots

Purchase, maintenance and collection of all parking meters in Fort Lee in the Municipal lot, Business lot(s), and streets.

Parking meters are used solely to assure there will be movement of vehicles from parking spaces so merchants can operate their businesses and provide spaces for shoppers, etc. Without meters, the streets of Fort Lee would be one large parking lot. All Fort Lee parking meters are operated at 1quater per 1/2 hr.

The short term meters, 5 cents (5 minutes), 10 cents (15 minutes), and 25 cents (1 hour) are located on Main Street between Martha Washington Way and Linwood Avenue and on Lemoine Avenue from Bridge Plaza South to Main Street. We also have short term meters in Coytesville from Wall Street to Englewood Cliffs, on both sides of Anderson Avenue, on Abbott Boulevard on the West side of the street, and on Columbia Avenue on the South side of the street. Long term meters are located in 8 of our current parking lots, Bridge Plaza South, Spruce St., Linwood Ave., parts of Lemoine Ave. and Hudson Terrace.

If you park at a meter and it doesn’t accept a coin, or jams up, you should record the meter’s number, move to another meter, and, as soon as possible, advise the Parking Authority of the problem. It will be investigated and your coin will be refunded accordingly. However, if your car remains parked at the broken meter, you are likely to be given a summons.

The Parking Authority presently has 9 parking lots listed below. Funds for additional off street lots are provided through the sale of daily parking permits of $3.75 that are purchased by local business employees as part of the Residential Parking Program and cooperative agreements with the Mayor and Council.

B. Municipal Parking Lots

All Fort Lee Municipal Parking lots are operated at 1qtr per 1/2 hr for the first 3hrs, $1 per hr thereafter up to 24 hrs. All lots are enforced 24/7 and meet all ADA requirements.

C. The Parking Authority Provides Senior Transportation Programs

A 1973 agreement between the Fort Lee Mayor and Council and the Parking Authority requires the Parking Authority to both run a transportation system for senior citizens 55 or older, and to maintain the Municipal Parking Lot. The lot meter revenues are used to operate and maintain the Senior Citizen bus system and Municipal Lot facility. This agreement requires there be an annual certified audit, that the first $25,000 of net income is allocated to the Parking Authority, and all other net income be shared equally by the Borough and the Parking Authority. A copy of the audit report is submitted to the Borough and is available for public review.

The Fort Lee Parking Authority has a fleet of 7 buses, 2 of which have wheelchair lifts. We are currently awaiting two more new buses graciously donated by port authority.

The Commissioners of the Fort Lee Parking Authority constantly monitor the bus service to the senior residents of our Borough to improve it. We now have buses running Monday thru Saturday on various daily schedules, with mall tips every Thursday.

The Fort Lee Parking Authority is very proud of its mini bus service program and will continue to strive to provide the best services available in the State to our seniors.

1. Around the Town Bus - Monday through Saturday
This bus travels daily throughout the community picking up seniors and transporting them to various locations.

2. Supermarket Bus
This bus mainly services our two main senior building (over 600 residents), transporting them to different Fort Lee supermarkets during the week.

3. Mall Trips
The mall bus transports seniors every Thursday to a different mall each week. There are two round trips, one at 9:30 am and another at 11:00 am. Mall trips are by reservation only.

4. New Main Street Free Shuttle - Non Seniors Welcome to ride
Monday to Friday, 8:30 am to 4:00 pm.

In addition, we provide at times such services to various departments of the Borough, such as transporting seniors to special department luncheons, movies and other outings.

D. Non-Emergency Medical Transportation Program

Service is provided for non-emergency medical transportation to three hospitals for seniors and handicapped residents who need to visit their doctors and/or three hospitals for special treatment, etc. on Monday and Friday; based on scheduled trips.

Present Schedules:

1. Holy Name Hospital, Monday and Friday mornings
These trips will go to Holy Name Hospital along Teaneck Road and will return on Teaneck Road to Fort Lee. This trip will also include transportation to doctors within the Borough of Fort Lee and along the route to Holy Name Hospital.

2. Englewood Hospital, Monday and Friday afternoons
These trips will go to Englewood Hospital along Engle Street and will return on Dean Street to Fort Lee. This trip will also provide transportation to doctors within the Borough of Fort Lee and along the route to Englewood Hospital.

3. Hackensack Hospital, Wednesday morning and afternoon
These trips will travel to Hackensack Hospital and doctors within the Borough of Fort Lee.

On all trips, when a patient is ready to return to Fort Lee, they call from the receptionist’s office of the hospital or doctor to the Parking Authority at 592-3600. When the call is received, transportation is dispatched for the return trip. For further details concerning schedule times and appointments, please call 592-3600 Tuesday through Friday 8:30 a.m. until 4:00 p.m.; Mondays 8:30 a.m. until 8:00 p.m.

E. Parking Spaces - Handicapped

The Parking Authority will assist residents in determining the need for the creation of a handicapped parking space and in installing the necessary signs and painting of the new space.

F. Residential Parking

The Parking Authority designed and operates the Residential Parking Program for Fort Lee. It is a self supporting program. Any resident seeking a free residential parking permit may contact the Parking Authority 592-3500 ext. 1518 during the hours of 8:30 a.m. to 4:00 p.m. For your convenience, we are open until 8:00 p.m. on Mondays.


Purpose of Ordinance

Ihe Fort lee Parking Authority is hereby authotized to designate subject to the approval by the Governing Body, as herein provided, certain street and other public areas within the Borougji of Port Lee as pemsit parking areas in which resident vehicles displaying valid parking permits may stand or he parked, without limitation, for up to 42 hours of parking time restrictions established by this ordinance. Vehicles not displaying valid parking permits may stand or be parked for a limited time not to exceed a two-hour limit specified and adequately posted by signs.

Hours of Operation Residential / Business

Permit Zone

Restdential/Business permit parking shall be in effect between the hours of 9:00 a.m. to 5:00 p.m, weekdays, excluding legal holidays, on all designated Residential Permit streets, within the Borough of Fort Lee.

A Residential Parking Permit, shall not exempt a resident when parked in a metered
spaoe, from purchasiag time from the meter, at the established rate.

The Parking Authority of the Borough of Fort Lee may, in its sole discretion,
promulgate rules and regulations relating in metered parking spaces.

Visitors

A. Two (2) visitor permits issued per household or apartment. These visitor permits will be good for four calendar years and will he renewed upon request with proof of residence. Visitor passes are color coded, which will correspond to the residential parking zone that the resident owner resides in. The visitor passes are good from 9:00 a.m. to 5:00 p.m. The visitor passes are only valid one square block radius of the residents apartment or home. No vehicle may park longer than 48 hours in the Borough of Fort Lee without moving the vehicle to a different street. A visitor pass IS NOT TO be used by any businesses or professionals.

B. In addition, a book of twenty additional visitor passes may be purchased by resident at a cost of $5.00 per book. Each of these passes will be valid from 9:00 a.m. to 5:00 p.m. on the day it is used. One day maximum limit.

NOTE: NO VEHICLE may park longer than 48 hours in the Borough of Fort Lee without moving the vehicle to a different street.

C. Business and professionals may purchase a special book of permits at the current price of $60.00 per month. Each book contains 20 parking permits. Non-resident contractor and commercial vehicles must purchase a business permit book at a cost of $60.00 per 20 passes, to legally park in the residential zone. Prices may increase by a resolution from the Parking Authority. Individual passes may be purchased at a cost of $3.00 each.

All daily passes are used only once per day, per vehicle.

Non-Resident Contractor & Commercial Vehicles
The Governing Body or Parkthg Authority is aware that residents of the borough regularly require service vehicles and commercial vehicles to park in designated residential areas in order to properly service the residents of Fort Lee.

EMERGENCY SERVICES ONLY
A. Commercial merchants and contractors who are working RPP zones on a project that requires the conractor or merchant to be in the RPP zone most secure a business permit in order to park their vehicle within the RPP zone legally at a coat of $3.00 per day, per vehicle.

B. Ordinance #289-36Q,1-6,A-G authorizes commercial vehicles to park within a RPP zone for hours. The purpose of this grace period is to permit coommercial merchants and contractors to provide emergency services to RPP zone residents that can be initiated and completed within a single 8 hour period. Please contact the Parking Authority if you should require such emergency service for written authorization.

Counterfeiting Permit Penalty

It shall he unlawful and a violation of this ordinance for a person to copy, produce or otherwise bring into existence a facsimile or counterfit parking permit or permits. It shall further be unlawful and a violation of this ordinance for a person to knowingly use or display a facsimile or coounterfit parking permit in order to evade time limitations on parking applicable in a Residential Permit Parking area. The person commiting the aforementioned act shall be subject to a penalty not to exceed three hundred ($300.00) dollars, and / or imprisonment for not more than ten (10) days for each such violation; such penalties to be imposed by the Municipal Court. Anyone using a Visitor Pass for a business will be subject to a penalty.

Enforcement

The provisions of this Ordinance shall be enforced by the Parking Authority of the Borough of Fort Lee.


Permit Display

Resident Permits and Visitor Passes shall be displayed in the following locations only:
I. Resident Permit: Driver’s side passenger window facing outward.

2. Visitor Pass: Hanging from rear view mirror; facing outward. Visitor Passes should not be displayed while driving.

Special 24 hour Visitor Passes shall be displayed attached to the Drivers back door Window, facing outward.


** If you move or sell your vehicle you must take off the sticker sad return it with the Iwo (2) visitor passes to the Parkiuug Authority.

Establishing Residence

The resident must prove residency and vehicle ownership or evidence of having a leased or company owned vehicle The Borough or Parking Authority shall establish criteria for each vehicle and each application shall be accompanied with sufficient proof as may be required by the Parking Authority or the Borough.

No Exemption From
Enforcement, State and Borough Laws


A resident or business vehicle which displays a valid parking permit as provided for herein shall be permitted to stand or be parked in the residential permit parking area for which the permit has been issued without being United by time restriction requirements established pursuant to this ordinance for a period not to exceed 48 hours. However, said resident vehicle shall not be exempt from parking restrictions or prohibitions established pursuant to title 39 of the NJ State Statute or Borough Ordinance for Street Sweeping or in Ordinance provisions pertaining to public vehicles not displaying a Residential Parking Permit, Residential Visitor Permit or Special Visitor Permits shall be subject to two (2 )hour time limit restriction.

A Residential / Business Parking Permit shall not guarantee or reserve to be the holder thereof on-street parking space.

A Resident can not use a visitor pass on their vehicle or their company car. Residents must use a Residential Permit sticker only.

Penalties

Anyone found guilty in the Borough Municipal Court of parking in a residential Permit Zone without a permit or Visitor permit over the two (2) hour time limit will receive a sunmons with a maximum fine of $28.00. If a vehicle is left for a continuous 24 hour period in a Residential Permit Zone it will be booted at a cost to remove of thirty dollars ($30.00) such line to be imposed and collected by the Parking Authority, If the vehicle remains in a Residential Permit Parking Zone for 48 hours it will be towed, the vehicle owner / operator will be responsible for the cost to remove the boot and the reasonable cost of the tow, such cost to be established by the Municipal Court.

Sweeper Parking Program Given to the Parking Authority to Save Tax Dollars

The Mayor and Council in late 1996 asked the Parking Authority to assume responsibility over the enforcement and administration of the Sweeper Program, to make it self supporting program and reduce the cost of the present street sweeper program to the taxpayers. This pregram is solely funded by a parking violation fine plan, similar to the Residential Parking Program.

Important Notice to All Fort Lee Vehicle Drivers

A Fort Lee resident will be subject to the Residential Parking Permit Program’s two-hour limited parking regulations and related violation fines, unless the vehicle being driven is registered with the Fort Lee Parking Authority and a valid permit is displayed. Business/Employees must purchase a special book of permits to park longer than two (2) hours in a Residential Zone, or they will be in violation of Ordinance #289-36Q, 1 -6,A-G

Your “Traffic Pass’ is not a parking permit and will not be honored as such. A “Traffic Pass” is to be utilized during traffic congestion to pass through streets with Police permission only.

A Resident can not use a visitor pass on their vehicle or their company car. Residents must use a Residential Permit sticker only.
